English painter Arthur Meadows was born into a family of artists, and was trained by his father in the depiction of coastal scenes and seascapes. He traveled widely throughout Europe over the course of his lifetime, and exhibited multiple times at the Royal Academy of Arts and the British Institute. His family is recorded to have been living in Dover in 1871, when this painting was completed, though in the early 1870s, he traveled along the English Coast, as well as to France and Holland.
